Client Countermeasures Checklist

• RF (radio frequency) & RF sub-carrier sweep to locate room and telephone transmitters. This involves placing a noise source in the room to trigger any voice activated transmitters and scanning the RF band for the presence of a transmitter broadcasting the noise source from the room or telephone line(s).

• RF sweep to locate video transmitters. As above, except a VDU (video display unit) is used to scan the RF band for the presence of any video transmitters in the area.

• AC carrier sweep to locate room transmitters. As above, except a carrier current demodulator is used to scan the AC wiring for the presence of a transmitter using the AC wiring to carry the audio from the room.

• Test the telephone line for the presence of room audio when on-hook. This will identify any microphones, hidden in the telephone or room, that are attached to the line.

• Test the telephone line for the presence of modulated (sub-carrier) room audio when on-hook. As above.

• Physical inspection of the telephone line for the presence of a hard-wired tap. Sensitive facsimile and dial access computer modem lines should be included. This involves the physical inspection of riser and main telephone panels.

• Physical inspection of the room for the presence of a hard-wired microphone or remote controlled transmitter. This involves opening and examining all accessible AC electrical, telephone and intercom outlets, as well as the space above the ceiling tiles. Once inspected, the outlets are marked with an ink visible under ultra-violet light. Subsequent inspection will detect tampering and eliminate unnecessary physical inspections.
